Currently implementing "Heads Up" feature for tug escorting

At the moment currently implementing and testing a feature that will perform a heads up when a tug is off her home berth and active, it will look for potential clients and report for each home tug that is out. At present this is a Clyde only feature because I need to study the Forth's tugs for a bit and then implement it for that system too....as this is a test and develop phase, the system will post potentially, spurious posts as a I restart systems for the next test. So far, it works for phase one, now need to test it stops if alert has been sent and also ensure the system knows the tug is back at berth after all jobs completed.
